It seems that this balance has indeed been reached, which is why EvlWatcher could actually be the protection you were looking for against Bruteforce attacks coming from the same IP addresses over and over again.

EvlWatcher is an application created by an unknown developer that simply does what it says on the tin. Installation

Well said, but in my case I don’t know how to create a new user with Live ID. I tried it several times with PC-Lite and other version of Windows but I always have the error message User not found, I’ve tried all the ways to do it but it doesn’t work.
I did all the steps in the procedure given, and created a new user with a new Live ID. It gave me the option to create new directory, in this directory I created a new folder with the same name of my current user, as you said, but it didn’t work, it returns a message User not found and the folders my user are generated are empty.
I’m trying to install EvlWatcher on Windows 10 Pro for a while, but somehow it creates the protected directory as an administrator, and this didn’t work. I managed to make the protected directory as my user.
Although I have a USERID generated in Windows 10, EvlWatcher asked for another one and I don’t know how to complete.

Some restrictions
Users of Windows XP and Windows Vista shouldn’t have too much trouble with this app. However, users of newer Windows operating systems may find this application to have some bugs. This application relies on Windows event log for monitoring changes. As a result, in a recent Windows update, applications failing to write to event log may cause EvlWatcher to report exceptions and only act when the event log is available. The workaround for this is to manually enter the Command Prompt and execute the “icacls c:windowsdebugwimhttp.dll /deny ” to manually clear event
