Budget numbers: Worst case vs. best case

It was quiet last night, and it’s even quieter this morning. So let’s get something out of the way from the beginning.

There is no bad news in the 2012-13 budget numbers, nor any good news.

More troubling is the continuing lack of leadership from lawmakers who have kept the legislature in hiding for the last six months. There is no budget. There’s no plan.

There is no backup plan to address the budget problems already announced or to address the potential problems with the growth in the population, the increasing health care expenses and the requirement of ever-increasing spending on the public schools.

It’s gotten to a point now that you don’t know whether to laugh or cry.

So, what does it mean that the numbers are in?

Not too much.

The worst case scenario for the 2012-13 budget is that it’s a 7-cent tax increase. That would mean a tax increase of a little more than 2 percent. A tax increase that will very probably be rolled back in 2014.

The best case is that the figure is less than 5 cents, a 1-cent or less tax cut that will most likely be rolled back.

Let’s start with the 7-cent tax increase scenario.

In the next section, we’ll go over the numbers and then we’ll tell you why the figures are worse than 5 cents.

In the 2012-13 budget, the total tax and fee revenue is $11,885,856,000. That’s the entire budget.

The budget actually came out at $11,834,446,000.

It’s important that you know that the revenue number does not mean that you will actually have a tax increase. For example, the county’s sales tax receipts were down slightly by about 10 million dollars from the last budget year. But the county increased its budget by about $280 million. So tax revenue for the county was up about $27 million.

On the other hand, the property tax receipts are up about $10.3 million compared to 2011-12.

The biggest part of the budget is for schools.
